03参赛条件

一）团队组参赛条件

1.团队组参赛项目应于2026年1月1日前尚未在无锡市（含江阴、宜兴）注册成立企业、团队创始人未在无锡市（含江阴、宜兴）任何一家企业中担任董事长、总经理或执行董事等高管职务，且计划在我市注册成立企业，或与在锡企业、科研机构等签订技术开发或技术成果转化合同。其中，国际赛参赛团队的创始人须在2026年1月1日前尚未回国（来华）工作。

2.参赛项目具备一定的创新性、前瞻性及良好的发展潜力和市场前景。项目产业方向聚焦战略性新兴产业和未来产业，具体分为：人工智能+、量子科技/第六代移动通信/新一代信息技术、具身智能/智能机器人、原子级制造/高端装备制造、生物制造/生物医药、脑机接口/高端医疗器械、第三代半导体、材料、航空航天/低空经济/深海深地、氢能/新能源/节能环保等10个领域。

3.团队核心成员不少于3人（含团队创始人）。

4.参赛项目的产品、技术等归属参赛团队，项目关键知识产权权利人为核心团队成员，或团队核心成员通过受让、受赠等方式获得上述知识产权的所有权，与其他单位或个人无产权纠纷。团队核心成员无个人不良信用记录。

5.参赛团队应承诺无虚报项目、虚构事实、侵犯知识产权等行为并签订承诺书。

（二）企业组参赛条件

1.参赛企业注册登记地应在无锡市（含江阴、宜兴）内。

2.项目产业方向聚焦战略性新兴产业和未来产业，具体分类同团队组第2条所列10个领域。

3.企业具有创新能力和高成长潜力，主要从事高新技术产品研发、制造、服务等业务，拥有知识产权且无产权纠纷。

4.企业经营规范、社会信誉良好、无不良记录，且为非上市企业。

5.企业2025年销售收入不超过2亿元人民币。

6.注册登记时间在2025年1月1日至12月31日期间的企业参加初创企业组比赛，其它企业参加成长企业组比赛。

曾在往届中国无锡科技创新创业大赛总决赛、中国无锡“太湖杯”国际精英创新创业大赛总决赛、“创业江苏”科技创业大赛总决赛、中国创新创业大赛总决赛或行业总决赛获奖的团队和企业不参加本次大赛。参赛团队或企业如在申报材料、比赛过程中出现弄虚作假行为，经大赛组委会调查核实后，不论处在大赛何种阶段或赛后，均取消比赛资格、撤销所有奖项奖励及相关科技人才计划支持、记入信用档案，并追究有关单位和人员相关法律责任。

04 赛程安排

（一）报名

自评符合参赛条件的团队和企业自愿登录大赛官方报名通道报名参赛，应提交完整报名材料，并对所填信息的准确性和真实性负责。

（二）初赛（形式审查）

大赛组委会办公室牵头组建工作专班，成员由各市（县）区科技局（科工局）相关负责人组成，专职负责报名项目的合规性审查。团队组高校赛、国际赛项目初赛（形式审查）授权执行承办单位具体实施。

初赛（形式审查）计划于2026年7月组织进行。

（三）复赛

复赛采用路演答辩形式。参赛代表原则上须是大赛报名系统中填报的排名前三的团队核心成员（含团队创始人或企业负责人）。

1.团队组（分国内团队组和国际团队组比赛）

国内团队组：分为城市赛和高校赛，按照晋级总决赛项目总数1:2的比例遴选120个项目晋级尽职调查。

城市赛拟于2026年9月举办，设立哈尔滨、杭州、合肥、广州、贵阳、厦门、成都及无锡共八个城市赛区。除无锡赛区外，其余七个赛区路演项目上限均为60个。参赛团队须在指定时间内通过官方报名系统按“先到先得”原则自主选定一赛区城市报名参赛。城市赛共设80个晋级尽职调查环节的推荐名额。各赛区执行承办单位依据复赛评分结果及项目落地进展情况，综合评估后确定最终推荐项目名单。

高校赛拟于2026年8月举办，由无锡太湖湾高校创新创业促进会面向高校校友征集参赛项目，赛事方案另行印发。高校赛晋级尽职调查环节的推荐名额共计40个。

国际团队组：分为专场赛和综合赛，按照晋级总决赛项目总数1:2的比例遴选20个项目晋级尽职调查。

专场赛拟在国（境）外设立分赛场，独立征集项目参赛，以线上线下相结合的方式进行路演比赛；

综合赛拟于2026年9月举办，经专家评审委员会对报名材料进行评审后择优遴选项目进行线上路演比赛，路演项目不少于20个。

2.企业组（分初创企业组和成长企业组比赛）

初创企业组和成长企业组比赛拟于2026年7月至8月间举办，分别按项目产业方向进行复赛（行业赛），每场行业赛参赛名额不少于20个。

各组别复赛参赛通知将根据赛事筹备进度，适时在大赛官方网站、官方微信公众号同步发布。

（四）尽职调查

对各组别推荐入围总决赛项目进行尽职调查，并择优晋级总决赛。

1.团队组

采用评审制。经专家评审委员会对尽职调查材料进行综合评估后确定入围总决赛名单。计划于2026年10月组织进行。

国内团队组：根据尽职调查综合评审得分排序并经第三方机构尽职调查，晋级总决赛名额为城市赛40个，高校赛20个。

国际团队组：根据尽职调查综合评审得分排序并经第三方机构尽职调查，晋级总决赛名额为10个。

2.企业组

根据行业赛得分排序并经评审专家尽职调查，晋级总决赛名额为初创企业组、成长企业组各15个（按各行业报名情况统筹分配名额）。计划于2026年8月至9月间组织进行。

各组别尽职调查通知将根据赛事筹备进度，适时向相关参赛团队或企业发布。

（五）总决赛

总决赛采用路演答辩形式，举办地在无锡市，设国内团队组、国际团队组、初创企业组，成长企业组四个组别。除国际团队项目可采用线上路演方式，其余项目均须现场路演。参赛代表原则上须是大赛报名系统中填报的排名前三的团队核心成员（含团队创始人或企业负责人）。

总决赛计划于2026年11月组织进行，具体安排以大赛官网及微信公众号通知为准。

（六）推荐晋级省级创赛

按江苏科技创业大赛组委会分配名额，择优推荐符合条件的项目参加第十四届“创业江苏”科技创业大赛暨第十五届中国创新创业大赛江苏赛区的比赛。获得省赛总决赛参赛资格的团队及企业自动获得“太湖杯”大赛总决赛参赛资格。

（七）推荐参加《中国好团队》选拔

依托与央视网《中国好团队》的战略合作伙伴关系，大赛项目将同步获得《中国好团队》参赛资格；复赛项目将直通《中国好团队》复选资格；总决赛一等奖项目将直通《中国好团队》录制，排名靠前且符合条件的二等奖项目将优先获得直通《中国好团队》录制资格。

05 奖项设置和支持政策

（一）奖项设置

总决赛奖项总数为100个，其中一等奖4个（国内团队组、国际团队组、初创企业组和成长企业组各1个）；二等奖24个（国内团队组15个，国际团队组、初创企业组和成长企业组各3个）；三等奖72个（国内团队组44个，国际团队组6个，初创企业组和成长企业组各11个）。一、二、三等奖获奖项目分别给予奖金10万元、5万元、1万元。

另设优胜奖70个，授予通过尽职调查合格性审查而未晋级总决赛的团队组项目，无现金奖励。

（二）支持政策

1.总决赛获奖企业和落地团队，符合“太湖人才计划”基础申报条件的，直接纳入2027年度“太湖人才计划”创业领军人才B类支持，其中一、二等奖获奖者可直接申报“太湖人才计划”创业领军人才A类，不受申报推荐名额限制，入选后根据人才分类认定享受相应的工作和生活服务保障。

2.总决赛获奖企业和落地团队，优先享受“锡科贷”“人才贷”等科技金融政策支持，最高授信1000万元贷款额度，并给予最优利率。

06 配套服务

1.为参赛企业和团队提供专项资金项目申报咨询、技术合同认定登记政策咨询，协助对接科技人才与对外科技交流活动，提供国家科技型中小企业、高新技术企业和本市创新型企业入库、评价申报咨询和辅导等。

2.根据参赛团队的项目特色和行业类别，筛选、协调相应的市（县）区，推荐入驻各类众创空间、科技企业孵化器等科创载体，优先享有租金补贴或减免。

3.引导创业投资机构按照《江苏省天使投资风险补偿资金管理办法（试行）》《无锡市天使投资引导基金管理办法》的规定，向符合条件的参赛项目进行组合投资。

4.推荐参赛项目参加金融对接、产业交流、招商洽谈等活动，提供与投融资机构、行业头部企业、科创载体交流合作的机会。

03 Eligibility Criteria

(1)Team group eligibility

1. Participating teams should not have registered or established enterprises in Wuxi(including Jiangyin and Yixing)before January1,2026.Founder of the team should not hold executive positions such as chairman,general manager or executive director in any enterprise in Wuxi(including Jiangyin and Yixing), and should plan to register and establish an enterprise in Wuxi or have signed technology development or technology transfer contracts with enterprises or scientific research institutions in Wuxi.For international competition,the team founder must not have returned to China for work before January1,2026.

2. The projects should be innovative,foresighted,and have good development potential and market prospects.The projects should focus on strategic emerging industries and future-oriented industries,specifically divided into the following10fields:AI+,quantum technology/6G mobile communication/new-generation information technology,embodied intelligence/intelligent robots,atomic-level manufacturing/high-end equipment manufacturing,biomanufacturing/biomedicine,brain-computer interfaces/high-end medical devices,third-generation semiconductors,advanced materials,aerospace/low-altitude economy/deep-sea and deep-earth exploration,hydrogen energy/new energy/energy conservation and environmental protection.

3. There should be no less than3core members in the project team(including the team founder).

4. The ownership of products and technologies of the participating projects belongs to the participating team.The key intellectual property rights holder of the project is core team members,or core team members obtained ownership of the aforementioned intellectual property rights through assignment or donation, with no property disputes with other units or individuals.Core team members should have no personal adverse credit records.

5. Participating teams should ensureno false reporting of projects,no fabrication of facts,no infringement of intellectual property rights,etc.,and sign a letter of commitment.

(2)Enterprise group eligibility

1. The registration place of the participating enterprise shall be within Wuxi (including Jiangyin and Yixing).

2.The industrial direction of the projects focuses on strategic emerging industries and future-oriented industries,specifically the same10fields as listed in item2of the team category.

3. Enterprises should demonstrate innovation capability and high growth potential, primarily engaged in research and development,manufacturing,and service of high-tech products,own intellectual property rights and have nointellectual property disputes.

4. Enterprises should be non-listed companies operating in accordance with business norms,with good reputation and no adverse records.

5. The enterprises’sales revenue in2025shall not exceed CNY200 million.

6. Enterprises registered from January1,2025,to December 31,2025,will compete in the start-up enterprise group category,while others will compete in the growth enterprise group category.

Teams and enterprises that have won prizes in the finals of previous editions of the China(Wuxi)Science and Technology Innovation and Entrepreneurship Competition,China(Wuxi)“Taihu Cup”International Innovation&Entrepreneurship Competition, "Entrepreneurship Jiangsu"Science and Technology Entrepreneurship Competitions,China Innovation and Entrepreneurship Competitions,or industry finals are not eligible to participate in this competition.If any team or enterprise engages in fraudulent behavior during the application process or the competition,they will be disqualified upon investigation and verification by the organizing committee,regardless of the competition stage or post-competition.Their awards and rewards will be canceled,relevant scientific and technological talent program support will be withdrawn,records will be kept in their credit files,and relevant legal liabilities of the involved entities and individuals will be investigated and pursued.

04 Competition Schedule

(1)Registration

Teams and enterprises that self-assess as meeting the entry requirements should access the official competition registration portal to register and submit complete registration materials.Participants must ensure the accuracy and authenticity of the information filled in.

(2)Preliminaries(Formality Review)

The Office of the Competition Organizing Committeewill take the lead in forming a special working team,composed of relevant responsible persons from the science and technology bureaus(or Science and technologyIndustry bureaus)of each city(county and district),which is exclusively responsible for the compliance review of registered projects.The preliminary round (formality review)of the university competitions and international competitions for the Team Group are authorized to the entrusted organizers for specific implementation.

The preliminary round(formal review)is scheduled to be held in July2026.

(3)Semi-finals

The semi-finals will consist ofroad show and Q&A sessions.In principle,the participating representative should be one of the top three core members (including the team founder or enterprise leader)registered in the competition system.

1. Team Groups(Divided into domestic and international team group).

Domestic Team Group(Divided into the city competitions and the university competitions.)120due diligence projects will be selected according to the ratio of1:2from the total number of projects that advance to the finals.

The city competition is scheduled to be held in September2026,with eightcity competition zones in Harbin,Hangzhou,Hefei,Guangzhou, Guiyang,Xiamen,Chengdu and Wuxi.Except for the Wuxi Zone,the maximum number of roadshow projects for each of the other seven zones is60.Participating teams must independently select one competition city to register through the official registration system within the specified time,on a“first-come, first-served”basis. The city competition will recommend a total of80projects to enter the due diligence stage.The entrusted organizer of each zone shall determine the final list of recommended projects after comprehensive evaluation based on the semi-final scores and project landing progress.

The university competition is scheduled to be held in August2026.Wuxi Taihu Bay University Innovation and Entrepreneurship Promotion Association will collect participating projects from university alumni,and the competition plan will be issued separately.A total of40projects will beallocatedforadvancement to the due diligence stage from the university competition.

International Team Category:Divided into dedicated track competition and comprehensive competition.In accordance with the ratio of1:2for the total number of projects advancing to the finals,20projects will be selected to proceed to the due diligence phase.

Dedicated track competition will set up sub-competition venues outside of China(or overseas)to independently collect projects,with roadshows conducted both online and offline.

The comprehensive competition is scheduled to be held in September2026.Projects will be selected based on the evaluation of registration materials by the Expert Evaluation Committee,and no fewer than20selected projects will participate in online roadshows.

2. Enterprise Groups(Divided into Start-up Enterprise Group and Growth Enterprise Group)

The semi-final rounds of the start-up enterprise group and the growth enterprise group will be organized from June to August2026.The start-up enterprise group and the growth enterprise group will conduct their semi-finals(industry-specific competitions)according to the direction of the project industry.Each industry competition will have no fewer than20competition slots.

The participation notifications for the semifinals of each category will be simultaneously published on the competition's official website and official WeChat public account at an appropriate time,depending on the progress of the event preparation.

(4)Due diligence

The projects shortlisted for the finals will undergo eligibility review,with top-performing projects advancing to the finals.

1.Team Groups

The selection adopts an evaluation system.Finalists will be determined after the Expert Review Committee evaluates the due diligence materials.Due diligence of Team Groups will be organized in October2026.

Domestic Team Category:Based on the comprehensive evaluation scores from due diligence and the due diligence conducted by a third-party agency,the number of slots advancing to the finals is40from the city competition and20from the university competition.

International Team Category:Based on the comprehensive evaluation scores from due diligence and the due diligence conducted by a third-party agency,the number of slots advancing to the finals is10.

2. Enterprise Groups

Based on industry competition rankings and expert due diligence review,15slots will be allocated to both the Start-up Enterprise Group and the Growth Enterprise Group(distributed according to registration volume in each industry).

Due diligence of Enterprise Groups will be organized from August to September2026.

The due diligence notifications for each category will be issued to the relevant participating teams or enterprises at an appropriate time,depending on the progress of the event preparation.

(5)Finals

The finals will adopt roadshow presentations with Q&Aand will be held in Wuxi City.There will be four categories:Domestic Team Category,International Team Category,Start-up Enterprise Category and Growth Enterprise Category.Except for international team projects,which may participate via online roadshow,all other projects must present on-site.In principle,the representative of each participating project must be among the top three core team members(including the team founder or the person in charge of the enterprise)as filled in the competition registration system.

The finals will be held in November2026.The specific arrangements are subject to the notice on the official website and WeChat official account of the competition.

(6)Recommendation for Advancement to Provincial Innovation and Entrepreneurship Competition

Per the quota allocated by Jiangsu Science&Technology Entrepreneurship Competition Organizing Committee,qualified projects willbe recommended to the14th"Entrepreneurship Jiangsu" Competition and15th China Innovation&Entrepreneurship Competition (Jiangsu Division).Teams and enterprises qualified for the provincial finals will automatically obtain the qualification for the"Taihu Cup"Competition finals.

(7)Recommendation to Participate in Selection for"Top Teams of China"

Relying on the strategic partnership with CCTV.com's"Top Teams of China",competition projects will simultaneously obtain the qualification for"Top Teams of China";projects entering the semi-finals will directly pass to the semi-final selection of"Top Teams of China"; first-prize projects in the finals will directly qualify for the recordingprogram of"Top Teams of China",and eligible second-prize projects with high rankings will be given priority for direct programrecording qualification.

05 Award Setting and Support Policies

(1)Award setting

The finals will grant100awards in total:

4First Prizes(1Domestic Team Group,1International Team Group,1Start-up Enterprise Group,1Growth Enterprise Group)

24Second Prizes(15for domestic team group,3for international team group,3for start-up enterprise group and3for growth enterprise group)

72Third Prizes(44for domestic team group,6for international team group,11for start-up enterprise group and11for growth enterprise group)

Cash rewards:¥100,000/¥50,000/¥10,000respectively for the first,second and third prize winning projects.

70 Excellence Awards will be granted to team projects passing due diligence but not advancing to finals(non-monetary).

There are also70honorary awards,which will be given to team projects that passed the due diligence eligibility review but did not advance to the finals.There are no cash rewards.

(2)Support policies

1.Award-winning teams and enterprises that meet the basic application requirements of the "Taihu Talent Plan"will be directly included in the 2027"Taihu Talent Plan"Tier B support for entrepreneurial leaders.Among them,the first and second prize winners can directly apply for the"Taihu Talent Plan"Entrepreneurship Leading Talent Tier A,without being restricted by the number of application recommendations.After being selected,the winners can receive corresponding work and life service guarantees based on their talent classification.

2.Award-winning teams and enterprises will receive priority support from technology finance policies such as "Wuxi Science Loan"and"Talent Loan",with a maximum credit limit of¥10million and the most preferential interest rates.

06 Complementary Services

1.Providing specialized funding project application consultation,technical contract identification registration policy consultation for participating enterprises and teams.Assisting in connecting with scientific and technological talents and scientific and technological exchange activities.Providing entry,evaluation application consultation,and coaching for national technology-based small and medium-sized enterprises,high-tech enterprises,and local innovative enterprises.

2.According to the project characteristics and industry categories of the participating teams,recommend them to various makerspaces,technology enterprise incubators, and other platforms for sci-tech innovation in corresponding cities(counties). Priority will be given in rent subsidies or waivers.

3.Guide entrepreneurship and investment institutions to make portfolio investment in eligible projects in accordance with"Measures for Administration of Angel Investment Risk Compensation Funds(Trial)in Jiangsu Province"and the "Measures for Administration of Angel Investment Guidance Funds in Wuxi".

4.Recommend participating projects to participate in financial matchmaking,industrial exchanges,investment promotion negotiations,and other activities so as to gain access to communication with investment institutions,industry leaders,and platforms for sci-tech innovation.
